Netlogon Event ID 5719:
No Windows NT or Windows 2000 Domain Controller is available for domain CHI.
The following error occurred:
The remote procedure call was cancelled.

Netlogon Event ID 5783
The Session setup to the Windows NT or Windows 2000 domain ocntroller
\\servername from the domain "domain" is not responsive. THe current RPC
call from NEtlogon on \\servername to \\domain servername has been
cancelled.

I did alot of research on this 2 errors specifically for ISA with no luck.
Any advice is greatly appreciated.

This errors will cause the users whose connected through proxy to access the
internet will get prompt for logon credential during browsing. The users
are already authenticated.

If you're using ISA 2004 you need to specify the IP addresses of your domain
controllers in the System Policy, under the Authentication node (and enable
that of course). Only then will your ISA be able to communicate with the
domain controllers. If all your domain controllers are located on the
Internal LAN you can specify 'Internal' there instead of a list of IP's.
