I am having the same problem. When I try to access an FTP site via IE or
Windows Explorer I get a message saying that the ftp site is read only and
that I will not be able to upload. I have changed my filtering in ISA and
turned off read only. If I try the site from the server or outside of the
ISA firewall I have no problems. I would normally have the user type the
login name and password as part of the address line - this normally works -
the problem is that the password includes the @ symbol which is used to
separate the password from the site name. I usually have the users login
like this: ftp://loginname:***@ftpsitename. This will not work since
the password has an @ symbol in it. Is there anyway to type the name and
password - possibly in quotes - to allow a password with the reserved @
symbol in it?
Any suggestions would be greatly appreciated since I am a bit confused as to
why the site won't come up with the ISA ftp rule in place with filtering set
to read/write.

Post by Phillip WindellVerify that ISA is correct by using the Commandline FTP from a command
prompt on a Client machine. If authentication is required than the Firewall
Client is required. Forget about IE until all else is verified to be
correct.
By default ISA only allows FTP to download,...not upload. You have to
reconfigure the FTP Protocol in the Access Rule to allow uploads by
disabling the "Read-only" checkbox.

ISA is probably fine.
IE is most likely the problem. IE is a piece of crap when it comes to
being an FTP Client.
Open the FTP URL in IE,.....*Let it fail*
Then go up to the Page Menu and chhose the option "Open FTP Site in Windows
Explorer".
